The rate of rejected signatures has now dropped to 10.42%. Unfortunately, the rate needs to be above 12.4% for the whole measure to be rejected. The numbers are posted here.
The Secretary of State’s office is telling people to be cautious about making assumptions since it is too close to call and the duplicates tend to rise significantly as the counting goes along. However, that does not appear to be the case with this measure since signatures were collected over a very short period of time.
